Kenneth Conklin, civil rights advocate and author, attributes the rise of racial tensions in Hawaii to the so-called Hawaiian sovereignty movement. Mr. Conklin is a fervent critic of the AKAKA bill which he contends seeks to establish ethnic Hawaiians as the dominant political force in Hawaii. Native Hawaiians now constitute 20 percent of the population. The AKAKA bill aims at establishing an ethnic Hawaiian “nation” and establishing control of much of the islands’ resources along racially exlusionary criteria. Mr Conklin also argues against the use of what he calls historical revisionism to establish racially biased federal and state-funded programs.
